Proposes creation of Article I, Section 28 of the Florida Constitution to be submitted to voters at the next general election or earlier special election.

Prohibits laws or rules from compelling any person, employer, or health care provider to participate in any health care system.

Permits persons and employers to pay directly for lawful health care services without penalties or fines, and allows health care providers to accept direct payment without penalties or fines.

Allows purchase or sale of health insurance in private health care systems subject to reasonable and necessary rules that do not substantially limit options.

Specifies the amendment does not affect required health care services, workers' compensation care, existing laws as of March 1, 2010, or negotiated insurance contract terms limiting copayments and deductibles.
