Removes language about "enforcement tolerances" from weight limit calculations for non-Interstate highways, clarifying that the 10-percent scale tolerance applies separately to weight limitations except when a vehicle exceeds posted weight limits on a road or bridge.

Scale tolerance does not apply to cranes, and fines for violations of total gross weight limits shall be based on the amount the actual weight exceeds the allowable maximum plus the scale tolerance.

Revises unloading requirements: vehicles exceeding gross or external bridge weight limits by more than 6,000 pounds under certain sections must be unloaded, while vehicles exceeding limits under non-Interstate highway provisions (s. 316.535(5)) must be unloaded entirely.

Allows penalty reduction for vehicles equipped with fully functional idle-reduction technology by reducing gross vehicle weight by the certified weight of the technology or 400 pounds, whichever is less; requires written certification and demonstration that the technology is fully functional.

Effective date is July 1, 2010.
