Creates a St. Johns River specialty license plate with an annual use fee of $25.

Plate design must display "Florida" at the top and "St. Johns River" at the bottom, subject to department approval.

Annual use fees are distributed to St. Johns River Alliance, Inc., a 501(c)(3) nonprofit organization, with the first $60,000 retained annually for administrative and startup costs.

At least 30 percent of remaining fees must fund competitive grants for community-based or county-based research projects, with up to 10 percent each allocated for administrative costs and marketing.

Remaining funds support education, outreach, and springs conservation activities under oversight of the St. Johns River Alliance board of directors; effective October 1, 2010.
