Allocates a portion of Powerball net revenues (amount to be determined annually by the Legislature) to enhance voluntary prekindergarten education programs.

Distributes pre-K funds equally per student enrolled in voluntary prekindergarten education programs, with funds restricted to direct classroom expenditures and prohibited from administrative costs.

Adds new paragraph (f) to section 24.121, F.S., establishing the pre-K funding mechanism within the Educational Enhancement Trust Fund allocation structure.

Renumbers existing subsections to accommodate the new pre-K funding provision, with the quarterly public expenditure reporting requirement becoming paragraph (g).

Effective October 1, 2010.
