Revises legislative intent to provide protective services for all "vulnerable adults" rather than just "disabled adults or elderly persons"

Adds new definition of "activities of daily living" including ambulation, bathing, dressing, eating, grooming, toileting, and similar self-care tasks

Expands "vulnerable adult" definition to include persons with sensory disabilities and requires use of term "dysfunction" instead of "dysfunctioning"

Requires reports of suspected abuse of vulnerable adults by non-relatives or non-caregivers to be immediately transferred to the appropriate county sheriff's office

Authorizes the Department of Children and Family Services to file petitions to determine incapacity and guardianship when there is good faith belief a vulnerable adult lacks capacity to consent to protective services, with restrictions preventing the department from being appointed guardian or providing legal counsel

Allows Department of Highway Safety and Motor Vehicles to provide driver's license files to Department of Children and Family Services for conducting protective investigations under chapter 415
