Creates section 216.138 of Florida Statutes to authorize the President of the Senate or Speaker of the House to request special impact sessions of the Revenue Estimating Conference to analyze costs and benefits of proposed legislation.

Requires requests for impact sessions to be submitted at least 90 days before the subsequent legislative session, with analysis completed by the start of that session.

Mandates the Office of Economic and Demographic Research to develop protocols and procedures by October 1, 2010, for consistent estimation of legislative costs and benefits, including economic techniques, reporting formats, and links to appropriations and revenue forecasting.

Requires the Office to submit findings and recommendations to the President of the Senate and Speaker of the House by October 1, 2010, with protocols subject to their approval before use by the Revenue Estimating Conference.

Makes all information and data used to develop analyses available to the public.
