CS/HB 97 - Luis Rivera Ortega Street Racing Act

• Establishes stricter penalties for street racing violations, including racing, drag racing, speed competitions, and exhibitions on highways, roadways, or parking lots

• First violation: misdemeanor of the first degree with fine of $500-$1,000 and 1-year driver license revocation

• Second violation within 5 years: misdemeanor of the first degree with fine of $1,000-$3,000 and 2-year driver license revocation

• Third or subsequent violation within 5 years: misdemeanor of the first degree with fine of $2,000-$5,000 and 4-year driver license revocation

• Authorizes law enforcement to immediately arrest violators and impound vehicles for 30 business days; allows seizure and forfeiture of vehicles for repeat offenders within 5 years

• Spectators at illegal drag races face noncriminal traffic infraction penalties

• Effective October 1, 2010
