Requires civics education content to be included in the reading portion of language arts curriculum for all grade levels beginning with the 2011-2012 school year.

Mandates that beginning with students entering grade 6 in the 2012-2013 school year, one course in the three required social studies courses must be a one-semester civics education course covering federal, state, and local government structures and historic documents.

Establishes an end-of-course assessment in civics education to be administered as a field test at the middle school level during the 2012-2013 school year, with the assessment constituting 30 percent of the final course grade in 2013-2014 and becoming a requirement to pass the course beginning in 2014-2015.

Requires inclusion of civics education end-of-course assessment data in determining school grades beginning with the 2013-2014 school year.

Designates the act as the "Justice Sandra Day O'Connor Civics Education Act" and takes effect July 1, 2010.
