Creates requirement for physicians to refer minors to appropriate specialists for autism spectrum disorder screening when parents report symptoms and the physician determines referral is medically necessary, following American Academy of Pediatrics guidelines.

Defines "appropriate specialist" to include psychologists, psychiatrists, neurologists, developmental or behavioral pediatricians, and other licensed professionals deemed appropriate by the Early Steps program.

Requires health insurance plans and health maintenance organizations issued or renewed after April 1, 2009 to provide direct patient access (without referral) to specialists for minimum of 3 visits per year for screening, evaluation, or diagnosis of autism spectrum disorder or other developmental disabilities.

Expands coverage requirements to include treatment for developmental disabilities (cerebral palsy and Down syndrome) through speech therapy, occupational therapy, physical therapy, and applied behavior analysis, with annual limits of $36,000 and lifetime limits of $200,000.

Effective July 1, 2010.
