Strengthens board member accountability by requiring written certification within 90 days (condos) or 30 days (HOAs) that directors have read governing documents and will faithfully discharge fiduciary duties, with automatic disqualification for non-compliance

Allows associations to collect assessments directly from tenants when unit owners are delinquent during foreclosure proceedings, with tenants receiving credit against rent owed to the property owner

Expands disciplinary grounds for community association managers by removing the "gross" standard for misconduct/negligence violations and requiring permanent license revocation after five total findings or three findings of the same violation
