Increases annual military leave for state, county, and municipal employees who are reserve officers, enlisted reserve personnel, or National Guard members from 17 days to 240 working hours per year.

Removes obsolete provisions regarding calculation of leave of absence for employees working shifts measured in hours.

Authorizes the Adjutant General to appoint a second Assistant Adjutant General for Army (in addition to the existing position), subject to Senate confirmation and requiring the officer to have served 5+ years in the Florida Army Guard and attained the rank of colonel or higher.

Makes military leave entitlements discretionary rather than mandatory by changing "shall" to "may" in statute language.

Effective date: July 1, 2010.
