Authorizes certified optometrists to administer and prescribe oral ocular pharmaceutical agents in addition to topical agents for diagnosing and treating eye conditions.

Establishes a specific formulary of oral medications that certified optometrists may prescribe, including analgesics (limited to 72 hours), antibiotics, antivirals, and oral anti-glaucoma agents (limited to 72 hours without physician consultation).

Prohibits the Board of Optometry formulary committee from reviewing, issuing opinions, or making recommendations regarding oral ocular pharmaceutical agents, and prevents the board from modifying the list of approved oral medications.

Defines certified optometrists as "practitioners" under Florida's Comprehensive Drug Abuse Prevention and Control Act, but prohibits them from administering or prescribing Schedule I or Schedule II controlled substances.

Updates terminology throughout optometry statutes to include "oral" alongside "topical" ocular pharmaceutical agents, with an effective date of July 1, 2010.
