Urges Congress to create a nationwide Emergency Room Staffing Initiative to encourage physicians and medical specialists to provide on-call emergency room services.

Proposes amending the federal tax code to allow uncompensated emergency room work to be claimed as a charitable deduction against earned income, with a maximum deduction of $100,000 per physician or specialist.

Sets the deductible charge for uncompensated services at 200 percent of the Medicare reimbursement rate, or 100 percent of average customary and reasonable charges under private insurance where no Medicare billing code exists.

Addresses the shortage of physicians and specialists willing to provide emergency care to uninsured or uncompensated patients by providing financial incentives through tax deductions.

Requires distribution of this memorial to the President, Congress leadership, and all members of the Florida congressional delegation.
