Authorizes positions in the offices of capital collateral regional counsel to be designated for inclusion in the Senior Management Service Class of the Florida Retirement System.

Allows capital collateral regional counsel to designate additional positions for the Senior Management Service Class, with a maximum of one position per counsel plus up to 0.5 percent of regularly established positions for agencies with 200 or more employees.

Requires designated positions to be managerial or policymaking roles filled by employees serving at the pleasure of the capital collateral regional counsel without civil service protection, and who either head an organizational unit or have responsibility for personnel, budget, expenditure, or policy decisions.

Makes participation in the Senior Management Service Class compulsory for assistant capital collateral regional counsel effective January 1, 2001.

Effective date: July 1, 2010.
