Directs the Chief Financial Officer to purchase an annuity with the appropriated funds through an insurance company or financial institution selected by William Dillon.

Waives tuition and fees for William Dillon for up to 120 hours of instruction at career centers, community colleges, or state universities, provided he meets regular admission requirements and maintains satisfactory academic progress.

Requires William Dillon to execute a release and waiver of all present and future claims against the State of Florida and its agencies before the annuity is purchased, though does not prevent declaratory actions for judicial record expungement.

Specifies that the state does not waive sovereign immunity, this award is the sole compensation for all claims related to his wrongful conviction, and no portion shall be paid for attorney's fees or related expenses.
