Requires public schools receiving state funding that provide information or programs on family planning, pregnancy, or sexually transmitted infections to provide comprehensive, medically accurate, and age-appropriate information.

Defines "comprehensive information" to include abstinence as the only certain way to prevent pregnancy and STDs, while also requiring information about contraceptives and barrier-protection methods starting in 6th grade.

Establishes a three-tier complaint process allowing parents to file complaints with the superintendent (30-day response), then the school board (30-day response), and finally the Commissioner of Education who can investigate and notify parents if substantial noncompliance is found.

Allows students whose parents submit a written request to be exempted from instruction on reproductive health or diseases including HIV and AIDS.

Effective date of July 1, 2010.
