Creates new sections establishing fees for commission services, mediation and arbitration procedures, a direct-support organization for the commission, and time computation rules

Authorizes the commission to use discovery methods under Florida Rules of Civil Procedure, charge reasonable fees for products and services, and recover state-funded expenditures from parties with ability to pay

Modifies employment discrimination procedures to establish that unlawful practices occur when a prohibited ground is a "motivating factor," extends protections for pregnant women and those with pregnancy-related conditions, and allows executive director reconsideration of reasonable cause determinations
