Urges Congress to encourage the Turkish government to grant the Ecumenical Patriarch appropriate international recognition, ecclesiastical succession, and the right to train clergy of all nationalities.

Requests that Turkey cease discrimination against the Ecumenical Patriarchate and respect its property rights and human rights.

Notes that Turkey closed the Theological School on Halki Island in 1971 and has not allowed it to reopen, preventing training of Orthodox Christian clergy.

States that Turkey has confiscated nearly 94 percent of the Ecumenical Patriarchate's properties and placed a retroactive 42 percent tax on the Baloukli Hospital and Home for the Aged.

Directs that copies of this memorial be sent to the President, Senate President, House Speaker, and all members of the Florida congressional delegation.
