Establishes that Pierreisna Archille, a mentally disabled woman, was sexually abused by her foster father between June 1998 and June 1999 while under DCFS supervision, resulting in pregnancy and the birth of her daughter.

Requires funds to be placed in a special needs trust after payment of attorney's fees (capped at 25 percent of the award), medical liens, and immediate needs, with remaining funds exclusively benefiting Pierreisna Archille.

Directs that upon Pierreisna Archille's death, remaining trust funds pass to her daughter Takeisha; if Takeisha predeceases her mother, all remaining funds revert to Florida's General Revenue Fund.

Specifies that this award provides sole compensation for all present and future claims arising from the injuries described in the bill.
