Creates new permit requirements including mandatory department review and approval before constructing new parks or adding sites, plan submission requirements, and temporary operating permits for events at unlicensed locations with fees up to $1,000

Establishes annual operating permit fees between $3.50-$6.50 per space (total fee $50-$600), with late fees up to $100 for failure to pay on time, and makes operating without a permit a second-degree misdemeanor

Sets separation and setback distances for recreational vehicles at distances established during initial park approval, and removes the requirement for guest registers to be available for department inspection at any time

Allows recreational vehicle parks to dispose of unclaimed property after 90 days and eliminates operator liability for damages to personal property left by guests who are arrested for refusing to leave after receiving eviction notice from law enforcement
