Change mover and moving broker registration from annual to biennial renewal, with registration fees calculated at $300 per year ($600 for two-year period)

Authorize the Department of Agriculture and Consumer Services to extend registration expiration dates up to 12 months to establish staggered renewal dates

Allow movers to exclude liability for household goods packed by shippers if the shipper declines in writing to allow inspection of packed boxes or crates

Authorize movers to refuse to transport or ship household goods before transportation if the shipper acknowledges the refusal in writing

Preempt local ordinances and regulations governing movers and moving brokers statewide, except for counties with ordinances enacted before January 1, 2010, which may continue regulating movers with principal places of business in their jurisdiction until June 30, 2015
