Raises the minimum age for using tanning devices from 14 to 16 years old, with parental/guardian consent required for 16 and 17-year-olds.

Requires tanning facility operators to witness a parent or legal guardian signing a written consent statement before minors ages 16-17 can use tanning devices.

Parental consent statement must include acknowledgment of health warnings, consent to use, agreement that minor will wear protective eyewear, and authorization for a specific number of tanning sessions within a 12-month period.

Prohibits minors younger than 16 years of age from using tanning devices at facilities; removes previous allowance for younger minors to use devices when accompanied by a parent or guardian.

Takes effect July 1, 2010.
