Requires the department to verify compliance with notice requirements within 15 days and authorizes enforcement against non-compliant parties under contamination and environmental law.

Expands department notification duties to include local elected officials, state legislators, property owners, tenants, and specified institutional sites (public/private schools, child care facilities, colleges, and universities) within designated radius areas around contamination sampling points.

Requires local governments to notify homeowners' associations and neighborhood associations of contamination within affected areas within 30 days of receiving notice from the department.

Authorizes the department to recover notification costs (postage, materials, labor) from responsible parties, except for sites eligible for state-funded cleanup under specific risk-based corrective action provisions.
