Requests Congress to adopt and submit to the states a constitutional amendment requiring all U.S. Senators to be elected by popular vote, not appointed by governors.

Proposes that when Senate vacancies occur, state executives must issue writs of election to fill the positions rather than making gubernatorial appointments.

Notes that since the 17th Amendment in 1913, at least 186 people have been appointed to fill Senate vacancies, including 5 appointments after the 2008 election.

Points out that House of Representatives vacancies cannot be filled by gubernatorial appointment and argues Senate vacancies should follow the same standard for representative government.

Directs copies of the memorial to be sent to the President, Senate President, House Speaker, and all members of Florida's Congressional delegation.
