Creates section 287.0575 requiring all state agencies to contract only with contractors and subcontractors registered and participating in a federal work authorization program operated by the U.S. Department of Homeland Security.

Creates section 337.163 imposing the same federal work authorization program requirements on the Department of Transportation for contractual services.

Implements phased compliance schedule: contractors with 500+ employees must comply by July 1, 2011; those with 100+ employees by July 1, 2012; all contractors by July 1, 2013.

Provides civil liability protection for contractors and subcontractors participating in federal work authorization programs when hiring decisions are based on status verification system information, including protection for unlawful hiring of unauthorized aliens if the system indicated authorization.

Requires the Department of Management Services and Department of Transportation to promulgate rules for verification of compliance with federal work authorization programs.
