Requires the Agency for Health Care Administration to contract with a multistate electronic prescribing network by December 1, 2010, to provide law enforcement and health regulatory boards access to controlled substance information for Schedules II and III drugs.

Establishes registration requirements for pain-management clinics and authorizes the Department of Health to refuse registration to clinics owned by physicians with suspended/revoked DEA registrations, clinics with owners convicted of drug felonies, or clinics not wholly owned by licensed physicians or health care facilities.

Requires community pharmacies and controlled substance dispensing practitioners to demonstrate ability to participate in a multistate electronic prescribing network by July 1, 2012, and to transmit dispensing information through such networks for Schedule II and III controlled substances by January 1, 2013.

Creates a registration system for controlled substance dispensing practitioners with the Board of Pharmacy, including a fee not to exceed $100 and a reference requirement from medical associations and hospital chiefs to evaluate practitioners' qualifications and ethics.

Adds disciplinary grounds for physicians and osteopathic physicians, including practicing in unregistered pain-management clinics, advertising controlled substances, and dispensing controlled substances without proper pharmacy registration.
