Urges Congress to preserve the Governor's authority to retain command and control of the Florida National Guard under Article I, Section 8, Clause 16 of the U.S. Constitution and Title 32 of the United States Code

Requests Congress reject any federal law changes that would restrict or diminish the Governor's authority to activate the Florida National Guard in response to domestic crises, disasters, or emergencies

Acknowledges the Insurrection Act in Title 10 of the United States Code currently grants the President authority to activate the Florida National Guard in certain circumstances

References Florida's vulnerability to hurricanes and need for immediate military response to recurring emergency situations, noting the Florida National Guard is the only military force the Governor can deploy for such purposes

Directs distribution of the memorial to the President, President of the Senate, Speaker of the House, and all members of the Florida congressional delegation
