Authorizes commercial mobile radio service providers designated as eligible telecommunications carriers to offer Lifeline services upon filing a notice of election with the Public Service Commission.

Permits the Department of Children and Family Services, Department of Education, Public Service Commission, and Office of Public Counsel to exchange customer information (name, date of birth, service address, telephone number) with eligible telecommunications carriers to identify and enroll eligible persons in Lifeline and Link-Up programs, with information kept confidential.

Requires the Public Service Commission, Department of Children and Family Services, Office of Public Counsel, and each eligible telecommunications carrier to convene a Lifeline Workgroup by December 31, 2010 to discuss information sharing, party obligations, and eligibility verification procedures.

Maintains existing Lifeline eligibility requirements at 150 percent or less of federal poverty income guidelines, supplementing federal law-based standards.

Takes effect July 1, 2010.
