Establishes the Advisory Committee on State Procurement to evaluate the entire state procurement process within the executive branch, including the Departments of Financial Services and Agriculture and Consumer Services.

Committee composed of 11 members appointed by the President of the Senate (3), Speaker of the House (3), Governor (3), Chief Financial Officer (1), and the director of the Office of Program Policy Analysis and Government Accountability or designee (1).

Committee authorized to study and investigate state procurement laws, policies, procedures, and management processes; hold hearings; require agency cooperation; and procure expert services and consultants.

Committee must submit final report of findings and recommendations by December 31, 2011 to the Speaker, Senate President, Governor, and Chief Financial Officer.

Committee terminates 120 days after submitting final report; $3.5 million appropriated from General Revenue Fund for fiscal year 2010-2011.
