Prohibits Special Risk Class members (law enforcement, correctional, and community-based correctional probation officers with rank of captain or below) who participated in DROP beyond 60 months from being reemployed or contracted by their original employing agency after retirement, with limited exceptions for voluntary part-time service at $1 per year.

Extends the maximum DROP participation period from 60 to 96 calendar months (60 months plus up to 36 additional months) for Special Risk Class members meeting specified criteria.

Establishes joint and several liability for retirees and employing agencies that violate reemployment restrictions, requiring reimbursement to the Florida Retirement System Trust Fund for any improperly paid retirement benefits.

Exempts retirees who are elected to office by the Governor or appointed by the Governor and Cabinet from the reemployment restrictions.

Declares that extending retirement benefits for experienced law enforcement and correctional officers serves an important state interest in public safety and must be funded in an actuarially sound manner.
