Creates certification requirements for clinical perfusionists under s. 468.901, requiring graduation from an approved program, passage of a proficiency examination, and basic cardiac life support certification, with application fees not to exceed $1,000.

Establishes that supervising physicians must be qualified in the medical areas where clinical perfusionists perform and grants clinical perfusionists authority to perform specific medical tasks including extracorporeal circulation, blood conservation, physiological monitoring, and administration of drugs and blood products under physician orders.

Prohibits clinical perfusionists from prescribing, ordering, compounding, or dispensing controlled substances, legend drugs, or medical devices to patients.

Grants the Board of Medicine and Board of Osteopathic Medicine authority to approve training programs, issue provisional and temporary certificates, and impose penalties for violations of chapters 456, 457, or 458.

Requires clinical perfusionists to maintain medical malpractice insurance under s. 456.048 and exempts hospitals from paying certification compliance costs, while allowing third-party reimbursement of employers for services rendered.
