Removes the exception to weight limit penalties for wreckers towing disabled vehicles when those vehicles cross bridges or culverts with posted load limits.

Adds wreckers to the list of special-purpose vehicles subject to safety and operational requirements under section 316.535, and exempts wreckers towing disabled or replacement vehicles from the 70,000-pound gross weight limit.

Creates a $41 flat annual license tax for wreckers used exclusively to tow disabled, abandoned, stolen-recovered, impounded motor vehicles, replacement vehicles, or vessels.

Establishes tiered license tax rates for wreckers towing nondisabled motor vehicles, ranging from $118 (10,000-15,000 pounds GVW) to $1,322 (72,000+ pounds GVW).

Takes effect July 1, 2010.
