Allows water and wastewater utilities to recover capital costs for system improvement projects through a surcharge on customer bills, subject to Florida Public Service Commission approval.

Limits surcharges to a maximum of 8 percent of otherwise applicable rates and charges for any rate class.

Requires utilities to present surcharges as a separate line item on bills and conduct annual reconciliation based on a 12-month period ending December 31, with any excess revenues refunded to customers with interest.

Establishes eligible projects including water quality improvements, fire protection infrastructure, main and service line replacements, meter installation, and wastewater quality improvements completed after the utility's last base rate test year.

Requires utilities to maintain and make available for public inspection detailed schedules of completed projects including plant account numbers, project descriptions, costs, and closing dates.
