Prohibits health insurance policies and health care service plans from limiting, reducing, or denying prescription drug coverage for an insured individual during the current plan year if the insured was using the drug, was covered, and the drug was covered prior to the change.

Defines coverage limitations to include removal from formulary, new prior authorization requirements, placement on higher cost-sharing tiers, or any increase in patient cost-sharing obligations.

Permits insurers to make uniform benefit design changes applying to all covered drugs and to increase cost-sharing through percentage coinsurance that rises proportionally with drug price increases.

Requires policy or contract changes to become effective only upon renewal and mandates insurers communicate changes and effective dates to insured individuals during the open enrollment period.

Exempts managed care plans under the Medicaid program from these requirements and establishes an effective date of July 1, 2010.
