Appropriates $700,000 from the General Revenue Fund to compensate Dennis Gay for injuries sustained when struck by a Department of Transportation vehicle on February 2, 2005, in Tampa.

Allocates $500,000 of the appropriation to a special needs trust for Dennis Gay's benefit, with remaining funds reverting to the General Revenue Fund upon his death, and $200,000 for past monetary losses.

Combined with the $200,000 previously paid by the Department of Transportation under sovereign immunity limits, provides total compensation of $900,000 to which the department has agreed via consent judgment.

Limits attorney's fees, lobbying fees, costs, and similar expenses to 25 percent of the $700,000 award.

Declares the appropriation and previous Department of Transportation payments as sole compensation for all present and future claims arising from the incident.
