Proposes constitutional amendment creating an elected five-member Public Service Commission within the executive branch, replacing the current appointed structure.

Establishes contribution restrictions for PSC candidates prohibiting donations from employees, officers, directors, or agents of regulated utilities, their affiliates, and competitors.

Prohibits contributions from law firms and business entities or trade associations that were parties to PSC proceedings within the two years preceding the contribution.

Prohibits contributions from entities directly or indirectly funded by regulated utilities or their affiliates.

Amendment would take effect January 8, 2013, and governs qualifying and primary elections in 2012; requires voter approval in next general election.
