Adds food service inspection function to Department of Health's environmental health program for domestic violence centers certified by Department of Children and Family Services and group care homes

Requires annual food service inspections for these facilities using standards applicable to community-based residential facilities with five or fewer residents

Excludes domestic violence centers from the definition of "food service establishment" if they do not prepare and serve food to residents and do not advertise food or drink for public consumption

Effective date July 1, 2010
