Creates comprehensive state licensing and regulation of locksmith services businesses by the Department of Agriculture and Consumer Services, effective July 1, 2010.

Requires locksmith services businesses and referral services to obtain state licenses with biennial fees ranging from $800-$1,600 depending on number of employees, plus mandatory liability insurance of at least $100,000 per incident.

Mandates fingerprinting and criminal background screening for business owners, officers, locksmiths, and apprentices; disqualifies persons convicted of sexual battery, burglary, theft, fraud, or related crimes within the previous 10 years unless exemption is granted.

Establishes three categories of locksmith practitioners (locksmiths, automotive-only locksmiths, and apprentices) with specified age and training requirements, including 16 hours of training in federal and state codes, and requires display of photo identification cards during service.

Preempts local regulations that do not meet or exceed state requirements and prohibits local business tax receipts without valid state license; creates nine-member Florida Locksmith Services Advisory Council to advise the department.
