CS/CS/HB 325 - Mark Wandall Traffic Safety Act

• Authorizes use of traffic infraction detectors (cameras) to enforce red light violations at intersections, operated by the Department of Highway Safety and Motor Vehicles, counties, or municipalities

• Requires $158 penalty for red light violations detected by cameras, with distribution to General Revenue Fund ($100), Department of Health ($10), Brain and Spinal Cord Injury Trust Fund ($3), and local government ($45)

• Establishes procedures for notification, citation issuance, and allows vehicle owners to provide affidavits claiming exemptions (emergency vehicles, law enforcement direction, vehicle custody transfer, or prior officer citation)

• Prohibits per-violation compensation to individuals or manufacturers operating the camera systems and excludes camera-detected violations from driver's license points and insurance rate calculations

• Requires signage at camera-equipped intersections, 30-day public awareness campaigns for new programs, and annual reporting by counties and municipalities to the Department of Transportation
