Establishes the H. Lee Moffitt Cancer Center and Research Institute as a statewide resource for basic and clinical research and multidisciplinary patient care, operating under agreement between the Board of Governors and a not-for-profit corporation.

Designates the not-for-profit corporation and its not-for-profit subsidiaries as conclusively acting as state instrumentalities for purposes of sovereign immunity protection.

Authorizes the corporation to create for-profit or not-for-profit subsidiaries with Board approval, but prohibits for-profit subsidiaries from competing with private healthcare providers in radiation therapy services.

Grants the chief executive officer control over budgets, personnel appointments, space assignment, and allows sharing of technical and professional income between the corporation and its subsidiaries as determined by the CEO.

Extends use of state university lands, facilities, and personnel for teaching, research, and cancer prevention programs; requires annual independent audits and restricts certain proprietary business information from public disclosure.
