Creates three new specialty license plates: "Catch Me, Release Me" (marine conservation), "Florida Horse Park" (equine promotion), and "Florida Biodiversity Foundation" (wildlife preservation), each with an annual use fee of $25.

Distributes revenue from the "Catch Me, Release Me" plate to the Guy Harvey Ocean Foundation for marine research, conservation, and education programs, allowing the foundation to retain up to $60,000 for startup costs and 10 percent for administrative costs.

Directs "Florida Horse Park" plate revenue to the Florida Agriculture Center and Horse Park Authority in Marion County for facility development, infrastructure improvements, and operations after startup costs are recovered.

Allocates "Florida Biodiversity Foundation" plate revenue to fund research, education, and conservation of imperiled Florida species, with the foundation retaining 50 percent of proceeds until startup costs are recovered and up to 10 percent thereafter for administrative expenses.

Reduces the percentage of "Florida Salutes Veterans" license plate fees distributed to a direct-support organization from 20 percent to 10 percent and extends the distribution period from 24 months to 48 months after incorporation.
