Defines "timely application for renewal" of federal farm labor contractor certificates as applications filed at least 30 days before expiration with the U.S. Department of Labor.

Allows the Department of Business and Professional Regulation to renew state certificates of registration after federal certificates expire if the contractor files a timely renewal application with federal authorities.

Requires the department to suspend, revoke, or refuse to issue or renew state certificates upon receipt of a final order from the U.S. Department of Labor denying, suspending, or revoking federal registration.

Removes the provision allowing the department to revoke, suspend, or refuse renewal based solely on a contractor being denied or having a suspended or revoked federal certificate.

Reorganizes definitions in section 450.28 to clarify terms including "carpool," "department," "farm labor contractor," "immediate family member," "major violation," "minor violation," and "timely application for renewal."
