Creates section 440.1026 establishing workplace safety requirements for public employers (state, county, municipal agencies, and school districts) effective October 1, 2010.

Requires public employers to collect and retain injury and illness data using OSHA Form 300, submit data to the Division of Workers' Compensation, and retain reports for 7 years.

Mandates the Division compile submitted data and make it available on the department's website; requires the division to establish a toll-free helpline for public employees and provide safety resources on its website by October 1, 2010.

Requires all public employers to comply with OSHA general industry standards (29 C.F.R. part 1910) and construction standards (29 C.F.R. part 1926) by June 30, 2013.

Amends section 440.59 to require the department's annual workers' compensation report to include a comprehensive analysis and summary of public employers' work-related injuries, illnesses, fatalities, and claims costs; report must be provided to public employers and related governing officials.
