Creates s. 489.1138, F.S., establishing state regulation of hoisting equipment (power-operated cranes, derricks, hoists, elevators, and conveyors) used in construction, demolition, or excavation work

Requires building permit applicants using tower cranes or mobile cranes to submit site plans showing crane location, power line clearances, adjacent buildings, and structural foundation, plus documentation of compliance with all governmental requirements including FAA lighting

Mandates radio communication between crane operators when two or more tower cranes or mobile cranes operate within the same swing radius

Establishes specific hurricane and high-wind preparedness requirements, including securing equipment per manufacturer recommendations, lubricating tower crane turntables, laying down or retracting booms, removing rigging, and disconnecting power at tower crane bases

Preempts all local regulations pertaining to hoisting equipment and operators, subjecting licensed contractors who intentionally violate these provisions to disciplinary action under ss. 455.227 and 489.129
