Expands the definition of "blighted area" under Florida Statutes section 163.340 to include land previously used as a military facility that is undeveloped and was declared surplus by the Federal Government within the preceding 20 years.

Maintains existing criteria for designating blighted areas, which require either two or more specified deterioration factors or agreement by all taxing authorities that an area meets at least one factor.

Makes technical corrections to existing statutory language, including changing "are" to "is" for grammatical accuracy and clarifying that taxing authority agreements "only" determine that an area is blighted.

Applies the expanded blighted area definition to areas qualifying for tax credits authorized under Florida chapter 220.

Takes effect July 1, 2010.
