Expands child restraint requirements to include children ages 4 through 7 years old and less than 4 feet 9 inches in height, effective January 1, 2011.

Specifies that children ages 4-7 may use a separate carrier, integrated child seat, or child booster seat as approved restraint devices.

Allows courts to dismiss first-time violations upon proof of purchase of a federally approved child restraint device.

Establishes a grace period from July 1, 2010 to December 31, 2010 where violators receive verbal warnings and educational materials instead of citations.

Exempts emergency situations and children with medical conditions documented by a health professional from the restraint requirements.
