Authorizes the direct-support organization for the Department of Military Affairs to support processing of requests for assistance from the Soldiers and Airmen Assistance Program and similar programs

Grants the president of the direct-support organization authority to appoint all members of the board of directors, removing previous requirements for member qualifications and term limits

Requires the direct-support organization to operate under a written contract with the Department of Military Affairs that includes annual certification of compliance, reversion of assets if the organization ceases operations, and disclosure of material contract terms to donors

Creates the Soldiers and Airmen Assistance Program to provide financial assistance and services to eligible Florida National Guard servicemembers and their families for housing, living expenses, vehicles, health care, and other reasonable needs

Establishes eligibility requirements for servicemembers on active duty in Global War on Terrorism operations or deployed by the Federal Government, plus their designated beneficiaries and family members demonstrating financial need, with requests reviewed locally and finally approved by the Department of Military Affairs
