Requires state agencies and private sector contractors using state or federal funds for public works projects to employ 66 percent Florida residents as onsite employees, independent contractors, or service providers.

Applies to all public works projects with commencement dates between July 1, 2009 and July 1, 2012, with physical construction at the worksite marking the project start date.

Grants 60 days for contractors on projects begun before July 1, 2010 to achieve compliance with the Florida resident employment requirement.

Imposes fines up to $5,000 per day for private contractors who fail to comply or attempt bad faith circumvention of the act's provisions.

Defines "Florida resident" as a person holding a valid Florida driver's license or identification card, or having declared homestead property in the state, for at least one year prior to July 1, 2009 or the project commencement date, whichever is later.
