Creates the "Chronic Obstructive Pulmonary Disease (COPD) Prevention and Education Act" to establish a statewide program promoting public awareness and education about COPD prevention, early diagnosis, and disease management.

Requires the Department of Health to establish a COPD prevention, education, screening, and diagnosis program that educates consumers, health care professionals, teachers, and human services providers, contingent upon dedicated funding.

Mandates the Department of Health to conduct a needs assessment identifying research, public awareness levels, patient needs, healthcare provider education requirements, and existing screening and treatment programs.

Requires the department to coordinate an annual statewide COPD summit including patients, public health educators, medical experts, care providers, and representatives from state and national COPD organizations.

Authorizes the State Surgeon General to accept grants and services from federal, foundation, and other sources to implement the act and to seek federal waivers to maximize available federal funding.
