Establishes transitional speed areas extending 50 yards before and after school zones with speed limits 5 miles per hour higher than the posted school zone speed limit.

Sets school zone speed limits between 15-20 miles per hour in urbanized areas, enforceable only during 30 minutes before, during, and 30 minutes after school arrival and dismissal times.

Classifies violations of school zone speed limits as noncriminal traffic infractions punishable as moving violations under chapter 318, with fines doubled in school zones per existing law.
